Session objectives 

Food security is one of the main challenges in East Africa where food production is challenged by extreme weather conditions brought by climate change. While trade can be a tool to mitigate food crises, it is by no means an automatic process and appropriate synergies need to be built with climate change and food security policies. The session will aim to demonstrate how synergizing trade and climate regimes at multilateral, regional and national level can enhance food security and improve livelihoods, in the context of the EAC region.

Such synergies are critical since, in their efforts to deal with climate change and food security, governments may for instance adopt trade-related regulatory measures such as taxes, tariffs and subsidies that may be subjected to trade rules and procedures. On the other hand, overlapping and incoherent policies ignore synergies and trade-offs within policy areas, risking to misunderstand priorities and to disturb agendas.

Since 2011, CUTS International and its partners in East Africa have been at the forefront of advocating for appropriate synergies across the three policy areas. Under the project “Promoting Agriculture-Climate-Trade Linkages in the EAC” (PACT EAC), hundreds of East African stakeholders were sensitized, trained and moved to advocacy action towards this goal. Recent developments go in the right direction and indicate that policy responses are becoming more coherent.
