Ronald Saborío is a WTO specialist, trade policy and trade negotiations advisor. Since 2006, he is the Chairman of the WTO Dispute Settlement Body, Special Session. He chaired other WTO regular and negotiating bodies since 1998. He has also been panellist and arbitrator in various WTO disputes.
He was the Ambassador and Permanent Representative of Costa Rica to the GATT and the WTO from 1992 to 2015 and participated in the negotiations of the Uruguay Round, negotiations under the built-in agenda, the Singapore issues, the Doha Round, as well as in the ITA, TISA and AEG negotiations.
During the past two decades Mr. Saborío was one of the lead trade policy-makers for the Costa Rican Government. He played a key role in designing and implementing Costa Rica’s trade policy in the multilateral trading system, as well as in the bilateral and regional contexts. He also represented Costa Rica to the OECD from 2010 to 2015, when Costa Rica was invited to initiate accession negotiations. He has contributed to the alignment of Costa Rica’s public policies with the OECD standards.
He studied in the Faculty of Law of the University of Costa Rica (1986) and the Graduate Institute of International Studies in Geneva (1989).
